and loss account, apply this to any loss carried forward from the preceding year, and, in the case of an amount of profit remaining, it shall settle such amount as a reserve fund.
2. The Organization shall, when any loss has resulted in the profit and loss account, settle such amount of loss by decreasing the reserve fund under the provisions of the preceding paragraph, and, if there is any further deficit remaining, it shall settle such amount as a loss carried forward.

Article 51. The Organization shall, when it intends to raise a loan (including renewal of debt), obtain approval from the Minister of Transport.
(Bonds for Improvement of Airport Environment)
Article 52. The Organization may issue bonds for the improvement of the airport environment (hereinafter referred to as "bonds"), upon approval from the Minister of Transport.
2. Any creditor of said bonds shall possess the right to receive the settlement of such credit in relation to said bonds, prior to settlements made to other creditors, with respect to the property of the Organization.
3. The order of preferential rights under the preceding paragraph shall be second to the general preferential rights under the provisions of Civil Law.
4. The Organization may entrust the whole or a part of the business concerning the issuance of bonds to a bank or trust company upon approval from the Minister of Transport.
5. The provisions under Article 309 to Articles 311 inclusive, of the Commercial Law (Law No. 48, 1899) (Authority concerning Redemption of Debentures of Entrusted Company; Responsibility of Redemption of Joint Debentures by Joint Entrusted Company), shall apply accordingly to the entrusted bank or company under the provisions of the preceding Article.
6. In addition to the provisions under each of the preceding paragraphs, necessary matters con said bonds shall be provided for by Cabinet Order.
(Guarantee of Liability)
Article 53. The Government may guarantee liability in reference to long-term loans or bonds of the Organization, within the amount of money decided upon by the National Diet, notwithstanding the provisions of Article 3 (Contract of Guarantee)of the Law concerning Restriction of Governmental financial
